Carmel-by-the-Sea is legendary — and deservedly so — for its pet-friendly hotels, shops and restaurants. But though it may be top dog when it comes to pet-friendly offerings, it is not the only place in Monterey County that offers hospitality to four-legged friends as well as their owners.
